In the vast and complex architecture of global humanitarian response, the role of the United Nations High Commissioner for Refugees (UNHCR) is paramount. At the very apex of this vital organisation, serving as the Assistant High Commissioner for Refugees, is Raouf Mazou. With a career spanning over three decades dedicated to the displaced and the vulnerable, Mr Mazou embodies a profound commitment to protection and solutions that has taken him from front-line field offices to the strategy halls of Geneva.
Currently based at UNHCR headquarters in Switzerland, Mr Mazou has held his senior leadership post since February 2020, steering the agency’s global operations during one of the most challenging periods for displacement in modern history. His ascent to this senior role was paved by a deep and varied grounding in the field. Immediately prior to his current appointment, he served for a year as the Director of UNHCR’s Regional Bureau for Africa, overseeing the agency’s extensive operations across the continent. For nearly six years before that, he was the UNHCR Representative in Kenya, leading one of the organisation’s most critical country operations from Nairobi.
His earlier postings in Geneva were equally formative, including roles as Deputy Director of the Africa Bureau, where he focused on the East and Horn of Africa, and as Deputy Director heading the Emergency and Security Service, a post that placed him at the heart of coordinating urgent international responses to sudden crises.

He has managed regional repatriation and reintegration programmes in West Africa, led units dedicated to complex situations in Liberia and Côte d’Ivoire, and served as a Senior Programme Officer in Sierra Leone. His career began even earlier, with postings that saw him heading liaison offices, leading emergency response teams in Liberia during a tumultuous period, and serving as an Assistant Protection Officer in what is now the Democratic Republic of the Congo.
From his first field assignment in the early 1990s to his current position as Assistant High Commissioner, Raouf Mazou’s career trajectory mirrors the journey of modern displacement itself, complex, global, and demanding unwavering resolve.
